Price the workflow, not the screen count
Two applications with similar screens can require very different work. Permissions, integrations, data quality, approval rules and the consequences of failure all affect scope. A useful estimate starts with who needs to do what, using which information, under which constraints.
Separate the first release from the wish list
Identify one outcome that makes the first release useful. Agree what can be manual initially and which exceptions must be handled on day one. A smaller release is only valuable if people can use it to complete a real task.
Include what happens after launch
Budget for hosting, support, maintenance, training and future improvements alongside the initial build. Decide who owns data cleanup and acceptance testing. Ask proposals to state assumptions, exclusions and how changes to scope will be priced.
